Europuls - European Expertise Center, founder and coordinator of the EUROSFAT forum, represents a non-governmental organization established in 2010 in Brussels by a group of young Romanian experts in the field of European affairs. The organization's mission is focused on promoting European integration in Romania and on strengthening a European public space through publications and studies, alongside the organization of debates, workshop sessions and high-level conferences.
Every year since 2013, Eurosfat marks that vital moment when Europe, in all its forms,
becomes the most important topic on Romania's agenda. We intend to continue our mission to
brings the European Union closer to the Romanian citizens, especially in these difficult times.

The European Union and the constant threats to its borders have always been in the attention of Brussels decision-makers, leading to complex debates about the European Union’s relations with its Eastern neighbourhood. However, the prospects for real enlargement of the Union remained more of a long-term goal than an immediate priority due to the complex consequences that this decision entails.


Thus, almost a decade has passed since the last enlargement of the Union, Croatia being the last country to enter the EU in 2013. A decade has also passed since the EUROSFAT forum was created, the largest EU affairs forum in Romania, under the patronage of the European Parliament, the European Commission, and the Council of the EU. Organised by Europuls - Center of European Expertise, the forum was designated, on its tenth anniversary, National Winner of the European Charlemagne Youth Prize, for its efforts to promote European political, economic, cultural and social values in Romania.


The forum has become, year after year, a successful model in connecting Romanian citizens with the European agenda, being a platform for debates between decision makers at the European, national and local level, representatives of the civil society, journalists, business and academia representatives. Europuls - Center of European Expertise considers European integration an essential mission, and our organisation aims every year to innovate the way we bring the European agenda in Romania and actively tackle euroscepticism.

RRF Monitor - halfway balance sheet

Romania has obtained the approval of the PNRR (National Recovery and Resilience Plan) and is in the midst of implementing it until 2026. We are halfway through, a journey that has had deviations related to delays in sending payment requests and receiving the corresponding tranches.

However, this midpoint also offers us a new opportunity for new reforms and investments: REPowerEU, in the form of a new chapter in the PNRR, provides an additional 1.4 billion euros to Romania for investments in energy efficiency, diversification of energy sources, and renewable energy.

The Romanian Government recently submitted a modified PNRR to the European Commission, which includes a new REPowerEU chapter and also transfers 4 investments to the cohesion policy.

We seek to discover what the implementation of the PNRR looks like at this moment and what form it will take in the coming years. We will listen to the impressions of representatives from the European Commission, the European Parliament, and the Romanian Government, as well as civil society members who are part of the PNRR Monitoring Committee.

European horizons in 2024 - How can we tackle eurosceptisim?

The COVID-19 pandemic has proven a challenge for the European continent, but also an opportunity for the European Union to prove its creativity in finding innovative recovery instruments and become more resilient. It has proven a challenging mandate for the European Commission, and taking into account the elections that will take place next year, it is essential to strive to find the most accurate strategy in order to build on a sense of togetherness at the European level. Considering citizens’ concerns expressed during the Conference on the Future of Europe and dealing with the root causes of the polarization of political attitudes are two of the elements that could enable the EU to combat Euroscepticism and gain trust despite challenging times. To this end, mechanisms of combatting disinformation and learning lessons from the past are the key to achieving the highest level of confidence in the European project.

Consequently, speakers will be invited to assess the current level of trust of European citizens in the EU and its institutions and their main arguments for their beliefs, to discuss potential risks if the issue is not timely addressed and to look forward to measures that will enhance unity beyond national borders.

The conclusions of the debate will be published on the first Romanian platform to tackle Euroscepticism. The platform, which will be launched during the EUROSFAT Forum 2023, will provide a space where citizens and institutions may engage in discussions, share best practices, combat disinformation and strengthen the cooperation between different actors.

Session 2

Where are our European funds and what do we do with them?

The absorption of European funds in Romania is consistently a subject of debate. After 16 years of EU membership, our bill to the EU has brought us a profit of over 50 billion euros. However, the gains could have been much higher, and the perception of Romanians is that a large part of the European funds do not go into concrete projects that benefit communities. If we were to analyse the balance sheet, we still have 25% of the European funds from the previous financial exercise (2014-2020) that we can spend until the end of this year.

For the next period, up until 2027, we have at our disposal over 50 billion euros in classic funds, along with almost 29 billion euros in funds from the PNRR. Unfortunately, two years after they were made available to us, we have not managed to absorb many funds, mainly due to delays caused by drafting operational programs and submitting payment requests. We will try to find out what projects are being prepared for the next period, how Romania has economically recovered after the pandemic, and what should be the new trends in areas where we should invest the European funds.

The economy of platform work - Where do we stand?

The future of the labour market is based on how employees and employers are balanced with the help of social policies, which are meant to protect the rights of both parties. After the European Commission launched a package of proposals in December 2021 regulating the working conditions of people employed through platforms, we are at the point where the Council of the European Union is ready to negotiate with the European Parliament on the status of workers.
Thus, the ministers of the European Union member states have agreed that there is a need for continuous improvement of standards for workers. The recent proposal from the EU Council contains two changes:
● Determining a clear status for platform employees,
● Rules for the use of Artificial Intelligence in the workplace.

About mental health - Youth in dialogue with Aluziva

Mental health was a priority in the EU even before the pandemic. A 2018 study shows that mental health problems affect around 84 million people in the EU. The pandemic has deepened these problems: from the reduction of the ability to manage stressful situations, to difficulties concentrating, making decisions, memorizing, which leads to decrease in productivity, to low processing of information and up to depression and anxiety.

Despite the universality and magnitude of mental disorders, the gap between the need, demand and supply of mental health services is huge, with very few of those in need actually accessing quality services. At the national level, the stigma associated with mental health services persists, which contributes to the low interest in accessing this type of service.

In the panel we aim to explore practical methods and public policies that could help citizens, especially the young generation to face this challenges.

More or less Artificial Intelligence?

A few decades ago, artificial intelligence (AI) was an exotic term accessible predominantly to a limited number of experts. In 2023, the use of AI has become an extremely relevant topic for almost all fields of activity, and debates about its regulation arouse the interest of the general public. Illustrative in this regard, any internet user can experiment with conversational assistants (chatbots) powered by artificial intelligence, such as ChatGPT launched by OpenAI and Bard launched by Google (currently available only for authorized testing in the UK and the US).

In light of the European Commission's proposal, the Artificial Intelligence Act (AI Act), there is a clear effort to regulate and balance the transformative potential of AI with its ethical and social implications. The proposal, similar to the European General Data Protection Regulation (GDPR), highlights the urgent need to understand and control the risks associated with AI technologies. With similar regulatory initiatives appearing in other parts of the world and in the context of the rapid growth of AI applications in various fields, the question arises: do we need more or less AI in our society?

Housing crisis: do you afford to live for free

The housing crisis has evolved into the world's most pressing challenge, whether we talk about urbanization, cities, social policies or generational differences. The inequality of income sources between social classes and the lack of financial education exacerbate the increased disparities of society. The consequence is that low-income or young families have few possibilities, thus forcing individuals to accept overcrowded, low-quality, unsustainable spaces.

The COVID-19 pandemic has led to changes around the world, and some consequences are also now reflected in jobs (many have led to the disappearance of jobs or their transformation into remote work), housing exclusion for those who do not have more allowed to pay for their own space and many other economic-social issues.
